Road junctions are a particular safety challenge because vehicles travelling in different directions can converge at great speed — even in an urban setting the combined legal closing speed can be up to 80mph/130kmh. The potential for serious injuries or fatalities is significant.

At junctions, there is an especial risk of side impacts, also known as right-angle or T-bone collisions. Around the world, these are estimated to account for 35-40 percent of all vehicle-on-vehicle incidents. Occupants on the struck side of a vehicle may sustain significantly more serious injuries than those involved in a front or rear-facing collision. Speed is a major factor in the levels of severity.

Red light enforcement uses much of the same technology as spot speed enforcement. The only thing which changes is the application and how the enforcement camera is triggered.

A good way to manage red light compliance is to manage speed at junctions — if approaching drivers are observing the limits, they are less likely to jump the traffic lights.
